     Russia has great variety of problems and their abundance has resulted in downturn of a level of a fundamental parameter of well-being of the country - to reduction of average life of the population. The average life of a Russian man changes between 58 - 60 years.
     The basic part of problems of the Russian society depends on the basic problem which consists in bad functioning of all Russian State machinery from the most top up to the bottom. It consists first of all in often non-observance of the state laws by government officials, personal dishonorableness, laziness in performance of the state work. It has resulted not only in bad performance by the state of the functions, but also to loss of respect of the population to the state bodies. The state machinery has no positive influence on the population of the country, except for that, government officials do not understand that they should set an example of behavior in a society. Therefore in the country there was a fertile field for prosperity of the organized crime, larceny, bad functioning of a national economy, emigration of the most talented, qualified youth in other countries and set of other problems which never will manage to be solved without substantial improvement of work of state machinery.

      The State bureaucracy of any country is its basic tool. It determines psychology of a society which in turn is a motive of concrete acts in a society. If the machinery of the state begins to work harmoniously, strictly to protect interests of people, the good base for the decision of many problems of the country is created.

      For improvement of functioning of state machinery, the strict, scientifically organized and independent selection of the staff is necessary. Officials should the behavior, work and acts to bring up trust and respect of people for authorities. It could change psychological mood of people and have healthy consequences for the country. However these changes are impossible owing to their unprofitable ness for the existing device of authority.
